Vlo̠s Ho̠ Ner (/vlo̠s/ /ho̠/ [probable; possible] [electromagnet]) is a temperate Town located in the Segozatu Diocese of the Covenent of Irus.

The name Vlo̠s Ho̠ Ner is derived from the Wood Elvish language, as Vlo̠s Ho̠ Ner was founded by Ǵayḿa Cheineruth Khizoruh, who was culturaly Wood Elven.

Climate

Vlo̠s Ho̠ Ner has a yearly average temperature of 33°C (91°F), with its average temperature during the summer being a blistering 38°C (100°F) and its average temperature during the winter being a warm 29°C (84°F). Vlo̠s Ho̠ Ner receives an average of 68 cm/y (26 in/y) of precipitation, most of which comes in the form of rain during the spring. Vlo̠s Ho̠ Ner covers an area of nearly 6 km2 (2 mi2), and an average elevation of 18080 m (16367 ft) above sea level.

Overview

Vlo̠s Ho̠ Ner was founded durring the early 13th century in summer of the year 1232, by Ǵayḿa Cheineruth Khizoruh. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Ǵayḿa Cheineruth Khizoruh.

Vlo̠s Ho̠ Ner was built using the conventions of Wood Elven durring the early 13th century. Naturaly, all settlmentss have their own look to them, and Vlo̠s Ho̠ Ner is no diffrent. The town's buildings feature masoned stone construction which prominantly features pointed arches, pointed ribbed vault cielings, flying buttress', and window tracery all of which share a simmilar gemoetetic patern halfway between organic and inorganic in design formaing a very distinct aesthetically integrated style. BUildings tend to reach for the havens, and more expencive homes are easily identified by their floor count as well as the addition of decorative features intigrated into the building's design such as statues, gargoyals, and embelished joinery.

Vlo̠s Ho̠ Ner is buildings are arranged arround a network of crampt cobblestone streets which form a grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town has a fortified albit thin brick wall. The wall has most of the feeatures of a typical castle wall, just on a much smaller scale and and budget. Notably brick isn't a particuarly soild choice for resisting siege weapons. Vlo̠s Ho̠ Ner's wall wouldn't hinder a proper army, but it is more than sufishent for bandits and other small marauding groups. The monster and outlaw focused fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.

Vlo̠s Ho̠ Ner is not quite well. Something happened here, perhapse recently, perhapse long ago. Whatever it was, it settled into the very soul of the town like a festering wound. The people go about their day well enough, but there’s a tention in the air you can cut with a knife. You get the terrible feeling that whatever it was, the wound it left will simply never heal. This town is as a necropolice.

Civic Infrastructure

Vlo̠s Ho̠ Ner has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Vlo̠s Ho̠ Ner. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Vlo̠s Ho̠ Ner's parks.

Vlo̠s Ho̠ Ner has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Vlo̠s Ho̠ Ner.

Vlo̠s Ho̠ Ner has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Vlo̠s Ho̠ Ner has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Vlo̠s Ho̠ Ner has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Vlo̠s Ho̠ Ner's public wards, blessings, and other arcane systems.

Vlo̠s Ho̠ Ner possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Vlo̠s Ho̠ Ner's grid is powered by a direct leyline tap.

Vlo̠s Ho̠ Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Vlo̠s Ho̠ Ner's natural decorations nor waterways.

Vlo̠s Ho̠ Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Vlo̠s Ho̠ Ner has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Vlo̠s Ho̠ Ner's mayor's house was built using a different architectural style from the rest of the town. The style used is admittedly strange and non-linear style rooted in defiance of symmetrical shapes. It championed the creation of buildings with a unique visual appearance. the structural norms of classic buildings and deforms or moves away from elementary architectural principles. By including non-linear designs processed into its buildings and favoring fragmentation, this style expressed a form of controlled chaos. Its buildings appear out-of-the-ordinary, draw the eye in immediately and sometimes create a feeling of strangeness. These distorted shapes and structure are not reserved to the building’s outer facade, they destabilize interior elements too, favoring minimalism and play on people’s perceptions by injecting a futuristic touch.

Due to the actions of local Kami, summer is short in Vlo̠s Ho̠ Ner.

The Vukodlak near Vlo̠s Ho̠ Ner are known to be quite timid.

Vlo̠s Ho̠ Ner's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves consuming a local toxin to channel Augury energies of tier 1 via singing.

Old patterns of authority and wealth are being disrupted, and the old gentry are unlikely to be pleased about it. They may be trying to take over the industry, or they may have been the ones to enable it in the first place and are using it to crush the life out of any rival power bases. Outsiders might be playing a major role as well, and it could be they plot to siphon off the profits.

In time immemorial, reportedly some time during the early 2nd century the Kami granted the town a great harvest. One of Vlo̠s Ho̠ Ner's local festivals commemorates this miracle.
